INTRODUCTION AND PURPOSE Lockheed Martin has completed construction of a soil vapor extraction system at the northwest corner of Victory Place and the Union Pacific Railroad right-of-way in the City of Burbank, (See map above). The project's objective is to restore the remaining 10 acres of contaminated soil on the former Plant B-1 site to a condition satisfactory to the California Regional Water Quality Control Board (RWQCB), Los Angeles Region, such that further remedial action and monitoring would not be necessary. Some of the contaminants that have potential health concern include: perchloroethylene (PCE), trichloroethylene (TCE), carbon tetrachloride, and vinyl chloride. Lockheed Martin agreed to pay the City to hire an independent monitor to oversee Lockheed Martin's clean-up operation at the B-1 site. On July 29, 1997, City Council approved a professional services agreement (PSA) with Alton Geoscience to be the independent monitor. Because the exhaust stack for this facility exceeds 35 feet in height, the City of Burbank required Lockheed Martin to obtain a conditional use permit (CUP). The application for this permit sets forth many design and operational requirements intended to minimize health risks. When the City of Burbank approved this CUP, (CUP 94-12), these design and operational requirements became conditions of approval, subject to monitoring and enforcement by the City of Burbank.
