The Community Development Department includes 5 divisions which are:   Administration; Building; License & Code Services; Redevelopment, Housing & Grants; Planning and Transportation. Together, these divisions serve Burbank residents by: empowering community ties through outreach efforts; reviewing building and safety issues; developing housing programs to benefit low and moderate income persons; encouraging the development and redevelopment of healthy neighborhoods; redeveloping blighted areas of the city; administering programs that promote a strong local economy; collecting business licenses and business taxes; enforcing city codes; and coordinating the physical development and overall transit programs within the city boundaries. 

The Community Development Department’s mission is to provide the core services necessary to maintain strong community ties, safe and quality development, economic vitality, affordable housing, well-planned residential and commercial neighborhoods, and effective transportation planning. We are committed to providing these services to our customers and co-workers in an effective, efficient and respectful manner.
