| Since 1913, the
Public Service Department (PSD) has provided water and electricity to
Burbank's homes and businesses. Committed to providing Burbank's water
and electric service at competitive costs, PSD's activities are
supported by its sales and not General Fund tax revenues. Because PSD is
a non-profit public utility, it does not pay dividends to shareholders,
which allows lower rates to its customers. PSD is organized into five
divisions: Power Systems, Electric Services, Water Systems, Field
