Veteran Manager John Nicoll Leaves City:
Judie Sarquiz Appointed
New Management Services Director

John Nicoll, a 24-year City of Burbank management veteran, will leave his post as Management Services Director on August 15. He will become Chief Deputy Executive Officer for the County of Ventura.

City Manager Mary Alvord announced that Judie Sarquiz will become the new Management Services Director. She will assume her new duties on August first, giving her a two week overlap with Mr. Nicoll, as he aids in the management transition.

The Burbank Management Services Department provides numerous support services to the City. It includes three divisions: Administration, Employee Relations, and Risk Management.

In his new position in Ventura, Mr. Nicoll will have responsibility for Labor Relations and Risk Management. The county has 7,800 employees and ten separate bargaining units. The County of Ventura is northwest of the City of Los Angeles and is the 12th most populous county in the State of California. The county’s 1800 square miles include ten incorporated cities. Mr. Nicoll will begin his new duties there in late August.

"John Nicoll has done a terrific job for the City. He has guided the administrative arm of city government through good times and lean times. His knowledge and experience will truly be missed," said City Manager Alvord.

She added, "However, in selecting Judie Sarquiz as the new Management Service Director I’m confident that this area of city management is in very capable hands. Ms. Sarquiz has held a variety of executive positions with the city, including her current assignment as Deputy Financial Services Director. The fact that Judie Sarquiz has also seen the management of the City from the perspective of City Clerk is a big plus."

Ms. Sarquiz started her career with the City as a Management Intern in 1988. She has worked as an Administrative Analyst, Americans with Disabilities Act Coordinator, Assistant to the City Manager, and Deputy City Clerk. In 1997, the residents of Burbank elected her to the position of City Clerk. In November 2001, Ms. Sarquiz resigned as City Clerk to take the position of Deputy Financial Services Director with the City. In that position for almost two years, she has managed the Budget and Purchasing Sections of the Department by overseeing the City’s purchasing operation including the Warehouse, and the preparation of the City’s budget.

She is married to Richard and has two children, Ashley and Sarah. She earned a bachelor’s degree from California State University, Long Beach in 1990. Her local involvement includes membership in the National Management Association, Burbank Chapter and La Providencia Guild - Children Hospital. She is a board member of the Burbank Family YMCA, currently serving as the Vice President.
