30-Day Public Comment Period on Airport's 'Part 161 Study' Curfew Application
Public comment is welcome regarding the Burbank-Glendale-Pasadena Airport Authority's Part 161 Study and Application for a Proposed Curfew at Bob Hope Airport.   The Study proposes to implement a mandatory curfew on virtually all aircraft operations at Bob Hope Airport between the hours of 10 p.m. and 7 a.m.  The Federal Aviation Administration (FAA) will complete its review of the application and will either approve or disapprove a full curfew no later than November 1, 2009.  The FAA’s letter and extensive information on the Authority’s Part 161 Study are available online at www.bobhopeairport.com.  Send your comments to

Interim Community Development Director
Burbank City Manager Michael Flad has announced the appointment of Greg Herrmann as Interim Community Development Director for the City of Burbank.  Herrmann will assume his new job effective July 1.  He fills an opening created by the retirement of Sue Georgino.  “I’m pleased to add Greg Herrmann to the City’s Executive Team,” said Flad. “As a longtime City employee, he has demonstrated leadership and a broad knowledge of the aspects of the Community Development Department.”

Herrmann has worked for the City of Burbank for twenty years in various positions within the Community Development Department.  He started as Assistant Planner, then Associate Planner, then promoted to Principal Planner for Advance Planning and Transportation, then to Assistant Community Development Director for Transportation.  Most recently, as Chief Assistant Community Development Director/City Planner, his duties have included overseeing the Planning and Transportation Division.   Herrmann is a graduate of California State University, Chico with a Bachelor of Arts degree in business administration.  He also has a Masters of Science degree in Geography from California State University, Los Angeles, and a Masters of Arts degree in Urban and Regional Planning from the University of Southern California.

CNG Reduced Price Fuel Card

Burbank residents and employees are eligible to apply for and receive a Clean Energy fuel card.  This card enables them to purchase compressed natural gas (CNG) for vehicles at a preferential reduced price.  
To qualify for the preferential pricing, you will need to provide Clean Energy with a copy of a utility bill as proof of residency or proof of City of

Household Hazardous Waste Roundup - August 8
There will be a Household Hazardous and E-Waste roundup on Saturday, August 8th between
9 am and 3 p.m.   It will be at the Burbank Fire Department Training Center located at 1845 Ontario Street . Personal items which will be accepted include: paint, batteries, brake fluid, computer equipment, motor oil, and fluorescent light bulbs.  Please bring your items in a sturdy box which you will leave at the site.  There is a limit of 125 pounds per trip.  Items not accepted include: business waste, trash, tires, explosives, refrigerators, stoves, and controlled substances.  For more information, please call 1-800-238-0172.

Starlight Bowl season announced
The 2009 Summer Season at the Starlight Bowl has been announced.  The season kicks off with the annual 4th of July celebration. Then the weekly concerts begin Sundays at 6:30 p.m. from July through August.  There is something NEW this year....tickets for all concerts will be available for purchase on-line now. Airport's Part 161 Study Deemed Complete

Water Sustainability in the California Delta
The Governor's Blue Ribbon Task Force issued a "Delta Vision Strategic Plan."  BWP General Manager Ron Davis notes, "It will be imperative that communities throughout the state not only become familiar with the issues surrounding the Delta, but become active in seeing solutions developed and implemented if we are to achieve the 'co-equal goals' of reliable water supplies and a healthy Delta ecosystem.

West Nile Virus Info
The County offers a website with valuable information about bees, mosquitoes, the West Nile Virus and much more.  Here's a link to the Greater Los Angeles County Vector Control District's website.    According to that website, West Nile virus is transmitted to people and animals (birds and horses) by infected mosquitoes. Most people who are infected with West Nile virus have no symptoms. Of those who become ill, symptoms may include fever, headache, body aches, nausea, skin rash, and/or swollen lymph nodes. Symptoms will generally last a few days. In severe cases, encephalitis (inflammation of the brain), meningitis (inflammation of the membrane surrounding the brain) or inflammation of both the brain and the membrane may occur. 
Only certain species of mosquitoes carry the West Nile Virus and very few mosquitoes are actually infected.  Mosquitoes breed in standing water; it will help if you eliminate standing water on your property.

How to protect yourself and your family:

  • Avoid activity at dawn and dusk when mosquitoes are most active.

  • Apply mosquito repellent containing the active ingredient DEET when outside.
  • Wear protective clothing (loose, light colored, long sleeve shirts and pants).

U.S. Census is One Year Away 
A reminder to all Burbank residents:   the U.S. Census will be taken April 1, 2010.  Further details and a link to the Census site are here.
818 and 747 Area Codes -- Dial 11 Numbers
A new area code will be added to the area served by 818.  The new 747 area code will serve customers in the same geographic region as the current 818 area code -- the greater San Fernando Valley area which includes Burbank.  The new dialing procedure requires callers to dial 1 + area code + telephone number.  All calls that are currently dialed with 7 digits will need to be dialed using 11 digits.  Don't forget to add "1 + 818" to any local 818 numbers you currently have on your phone's speed dial.

Beginning April 18, 2009, you must use the new dialing procedure for all calls. After this date, if you do not use the new dialing procedure, your call will not be completed, and a recording will instruct you to hang up and dial again.  Beginning May 18, 2009, new telephone lines or services may be assigned numbers with the new 747 area code.  Questions about the dialing procedure change should be directed to your local phone service provider.   Information about the overlay is available at www.cpuc.ca.gov/818areacode.  

Pardon Our Dust @ Police/Fire HQ
Due to construction at the Burbank Police/Fire facility located at 200 N. Third Street, there will be no public access from the Third Street side of the building for a while. Please use the walkway on the Palm Avenue side of the building to access the Police and Fire lobbies from the doors at the rear of the building.  Signs are posted at the front of the building to direct visitors to the rear entrance.  The construction is expected to last through May 2009.  Your patience is appreciated.

Citizen Emergency Phone Notification
The City of Burbank is initiating a mass notification program as a new way to communicate to our residents.  It will be used only for important community news such as emergency notification during earthquakes and other disasters, and proactive communication of planned and unplanned water and power outages. Residents and business owners can 'opt in' to receiving alerts from the City by registering online the voice and text communication devices where they wish to receive messages.   There is also an easy mechanism to 'opt out' if so desired.

Athletic Fields Project with Schools
The City of Burbank and the Burbank Unified School District have agreed to enter into a joint partnership in an Athletic Field Renovation Project to upgrade and improve athletic fields at Jordan Middle School, Burbank High School, and John Burroughs High School.  Work is expected to begin in March 2009.  Further details are available here in PDF.

New Parking in Downtown Burbank
Check out the newest parking structure in Downtown Burbank! With the completion of the Collection at First and Palm, we’ve added another 487 parking spaces to the downtown. Access to this new structure is currently available from two locations on Orange Grove Avenue, with an additional First Street entrance opening soon. No Needles in the Trash
Beginning September 1, 2008, it is now illegal to dispose of sharps or needles in trash or recycling bins.  "Home-generated sharps waste" is defined as hypodermic needles, intravenous needles, and other devices used to penetrate the skin for the delivery of medications.  Please ask your doctor or pharmacist if they will take back your used sharps. Or there is a local collection center at 11025 Randall St, Sun Valley.  You can call 1-800-98-TOXIC to find a Hazardous Waste/S.A.F.E. Collection Center near you.  Or you can contact the Burbank Recycle Center at (818) 238-3900.
Burbank's 20 Gallon Challenge
Southern California is in what looks to be a long battle with water supply.  The Governor has proclaimed a statewide drought.  Water conservation is very important. The City is asking every Burbank resident to reduce their water usage by 20 gallons per day.  There are many easy ways to hit this target, but the largest opportunity for water conservation is with landscape irrigation.  On average, we water our lawns 50% more than what is required.  Try reducing the amount of water you use to water your lawn and see what happens.  Most likely, your lawn will be just as green as ever and your contribution to required water savings will have been met.  You can get more information about ways to conserve water at www.BurbankWaterandPower.com or by calling BWP at (818) 238-3730.

Police Cadets Wanted
The Burbank Police Department is looking for qualified young men and women who are committed to becoming Burbank Police Officers in the future. Applications can be obtained in person from the Human Resources Office located at 301 E. Olive Avenue, Suite 101, or by downloading the application here. Applications are being accepted on a continuous basis, and must be turned in to the City of Burbank’s Human Resources Office. 

Eligible applicants must be United States citizens or have permanent resident alien status with a citizenship application in process at the time of appointment. Applicants must be at least 18 years old at the time of appointment, have a high school diploma (or equivalent), and be enrolled in an accredited college or university at the time of appointment.  All Police Cadets must successfully complete 18 units per academic year and maintain a 2.5 grade point average each semester or quarter. All Police Cadets must reside within 45 miles of the City in order to report to work within one hour.  Further information is available here.

S.L.U.R.P.
As part of the Sewer Lateral User Rebate Program (S.L.U.R.P.) recently approved by the City Council, the City will give the property owner a $150 credit on sewer service charges for cleaning and video inspecting his/her sewer lateral. A sewer lateral is the part of your sewer system that runs from your house to the public sewer main, which is under the street, alley or easement behind your home. Burbank is One of '100 Best for Young People'
The City of Burbank has been named one of the nation's '100 Best Communities for Young People' by America's Promise Alliance. 
The announcement notes:  "Burbank was selected as one of the 100 Best in large part because of the city’s focus on increasing health and wellness programs for its youth.  The city’s theme in 2007 was “A Healthy Community.”  Community-wide collaborations involving the City of Burbank, Burbank Unified School District, local businesses, the local YMCA, and Boys and Girls Club have resulted in afterschool, nutrition, and exercise programs on school campuses and neighborhood achievement centers.  The Youth Task Force has been instrumental in the initiation of counseling programs on campuses, youth transportation, conflict resolution programs, video productions related to teen issues, and youth employment programs.  In addition to passing an ordinance that prohibited smoking in public places, the mayor invites families to join her weekly walks and talk about issues impacting their lives."  Further details here.

818 Area Code Change Information
The telecommunications industry has asked the California Public Utilities Commission to add a 747 area code to the 818 area -- either by a split or an overlay.   There is more info here.

Personal Shopping Cart Rebate Program
In response to concerns about abandoned shopping carts, the Burbank City Council has created a personal shopping cart rebate program. Burbank residents may purchase a personal shopping cart and receive a rebate of 50% of the cost of the cart (up to a maximum of $20).   Carts are not available for purchase from the City of Burbank.   Purchase any type of personal shopping cart from any merchant.  Proof of Burbank residency and the original receipt for the cart (purchased on or after September 23) must be provided at the time of applying for the rebate. The rebate program begins September 23 and ends after one year or when funding runs out, whichever occurs first.  Apply here on-line or at the License and Code Services Division, 333 E. Olive Avenue., 8 a.m. to 5 pm. Monday through Thursday and 8 a.m. to noon or 1-5 p.m. on Fridays.  If you have any questions, call Ed at 238-5285 or Jack at 238-5291.

State Route 134 Ramp Project--Street Closures
The California Department of Transportation (Caltrans) has begun construction of a new freeway on-ramp from Alameda Avenue just east of Hollywood Way to the westbound Ventura Freeway (SR-134).   Caltrans will be initiating a major road closure in Burbank beginning April 2007 and lasting three years; this is part of the 134 Ramp Project.  During the construction period, lane closures and detours may be in effect for portions of Hollywood Way, Alameda Avenue, and Pass Avenue.  For additional information, please contact the Caltrans Public Affairs Office, Monday through Friday from 8 a.m. to 5 p.m. at (213) 897-3630 or (213) 897-3656, or check these webpages.

Secondhand Smoke Control Ordinance
On April 3, 2007, the Burbank City Council adopted the proposed secondhand smoke control ordinance at the second reading of the ordinance. The Council adopted the ordinance with certain modifications.  These modifications were in addition to the modifications to the original draft ordinance approved by the City Council on March 27, 2007.  Summaries of the changes approved by the City Council on March 27 and April 3, a table summarizing the final ordinance, copies of the signs, and the final adopted ordinance itself are available on the Community Development Department's webpages.   The ordinance became effective on May 12, 2007.

New e-mail address goes to all Burbank Council Members
A new e-mail address has been created so that residents may just use one address to reach the entire Council.  The new address is citycouncil@ci.burbank.ca.us - when someone writes to this address, the e-mail will automatically be distributed to all 5 Council Members. Please be aware that messages sent to any or all of the Council Members at their City Council offices will become public information.

LADOT Commuter Express Route 549
Los Angeles Dept. of Transportation's Commuter Express Route 549 has added stops in the Burbank Media District.  This bus route runs from Encino to Pasadena.  They have also added service to the Metro Rail Orange/Red Line Station in North Hollywood at Lankershim Blvd. and Chandler Blvd.   For more information, visit their web site at www.ladottransit.com          A printable flyer is available here.

California High-Speed Rail Authority Meeting 

The California High-Speed Rail Authority has proposed high-speed train service for intercity travel in California between the major metropolitan centers of the San Francisco Bay Area and Sacramento in the north, through the Central Valley, to Los Angeles and San Diego in the south. The proposed alignment will travel through or adjacent to Downtown LA, Cypress Park, Glassell Park, Lincoln Heights, Elysian Valley, and Atwater. The proposed high-speed train system is projected to carry as many as 68 million passengers by the year 2020.The Authority will be hosting meeting along the possible corridor to give the public the opportunity to ask questions and provide comments about the project.  Further information is available at their website: www.CaHighSpeedRail.ca.gov
Farmers Market Every Saturday
The Burbank Farmers Market is held every Saturday from 8 a.m. to 12:30 p.m. The Burbank Farmers' Market is a project of SERVE, a community support group of the Saint Joseph Medical Center Foundation. A percentage of all sales go to SERVE. Come for a wonderful selection of farm-fresh fruits, vegetables, eggs and flowers. They have moved one block and are now located at the City parking lot behind City Hall at Third Street and Orange Grove Avenue.

Report Wandering Shopping Carts 
Did you know that it may be illegal to use a shopping cart to take your groceries home? California law strictly prohibits the removal of shopping carts from store premises. Despite this law, shopping carts continue to find their way from store parking lots onto city streets. The City of Burbank has received many complaints from residents and business owners about shopping carts being taken from stores and left on nearby streets and sidewalks. These stray carts can cause accidents and create an unattractive, blighted appearance throughout the community. Help beautify Burbank by not using shopping carts to take your groceries home. If you see a stray cart in your neighborhood, you can have it removed by calling the Shopping Cart Retrieval Hotline at  (800) 252-4613 and reporting its location. This toll-free telephone number operates 24 hours a day and is staffed by the California Shopping Cart Retrieval Corporation as a service to assist in the removal of stray shopping carts from city streets.
